So if PB is renewed for a 4th season, will it just be the 9 episodes they had planned for season 3? I hope so. I think it would be better to finish off with those final 9 instead of a full season.

I don´t mind if pb stops after ep.13 if they make a good end at it, I dont mind.

For some reason I fear that ep. 13 might just be a normal episode because of the writers' strike. They might not have gotten so far with the writing as to have wrapped up all storylines season finale-like.

what i don´t understand; if they end all thses shows much earlier they originally planned will they ever continue the current seasons or will they, if they find a compromise, just start a new season instead?

It depends on the show. But in general they will simply take some of the plots that were supposed for this season, to the next one. In Prison Break's case it means that they will call what happened after episode 13 Season 4. It will be then Michael's revenge for Sara's death.
